Hot water not hot enough: thermostat, tempering valve or tank

A system that produces warm water is still working. Something is either not taking it all the way up, or blending it back down before it reaches you — and which of those it is decides who you need to call.

Lukewarm water is not a milder version of no hot water. It is a different fault, with a different shortlist, because the heat source is clearly doing something — it just is not finishing the job, or something downstream is undoing it.

Every cause below falls into one of two families. Either the water never reaches full temperature in the first place, or it reaches it and is then blended, diluted or lost on the way to the tap. The pattern across your outlets tells you which family you are in, and that is most of the diagnosis.

Is it the thermostat?

The thermostat is what tells the system when to stop heating. When it drifts, it stops early, and the result is exactly this symptom: water that is pleasant rather than hot, consistently, at every outlet, with no other change in behaviour.

Two things make a thermostat the likely answer. The first is that the problem is constant — it is as warm at seven in the morning after a full night of heating as it is in the evening, which rules out running out. The second is that it arrived gradually, or arrived after the system had been off and was restarted.

It is worth knowing that the storage temperature on an Australian system is not a comfort setting to be nudged up. It is set where it is to balance two opposing risks: water stored too cool allows bacteria to multiply in the tank, and water delivered too hot scalds. That balance is exactly why the outlet temperature is controlled separately, which brings us to the second suspect.

Is it the tempering valve?

Bathroom outlets in Australia are fed through a valve that blends stored hot water with cold to a controlled delivery temperature before it reaches you. It exists to prevent scalding, particularly for children and older people, and it is a wearing part sitting in a hot, mineral-laden stream of water.

When it drifts, it drifts in one direction more often than the other, and the signature is unmistakable once you know to look for it: the bathroom goes lukewarm while the kitchen and laundry stay hot. Those outlets are frequently not fed through the valve, so they carry on unaffected.

If that is your pattern, the hot water system is fine, the thermostat is fine, and looking at either of them will waste a callout.

Is it a failed element?

An electric storage system usually has more than one heating element. When the lower one fails, the upper element keeps heating the top portion of the cylinder, so you still get hot water — but only a fraction of a tank of it, and the rest of the draw comes through as tepid.

This is the version that gets mistaken for a thermostat, and the thing that separates them is time. A thermostat fault gives you warm water from the very first second. A failed element gives you a short run of genuinely hot water that turns warm and stays warm, and then needs hours to recover.

Is the heat pump just struggling?

A heat pump moves heat out of the air rather than making it, so its output tracks conditions in a way a conventional system's does not. Cold weather, a cold or enclosed location, a blocked air intake or a unit locked out of its cycle all reduce how far up it can take the tank.

The clue here is seasonal or situational: the complaint started when the weather turned, or it is worse after a heavy morning, or the unit is boxed into a space with little air movement. A heat pump that has been gradually surrounded by a new deck, screening or storage is a genuinely common cause and a genuinely cheap fix.

Is it a crossed connection?

This is the least obvious cause and the one that confuses everything. If a mixer tap somewhere in the house has failed internally, or a connection has been made incorrectly during work, hot water can bleed into the cold line. The hot side loses temperature, the cold side gains it, and no amount of investigation at the hot water system will explain it.

The test is simple and worth doing early: run a cold tap on its own, at a fixture well away from the hot water system, and let it run. If it warms up rather than staying cold, stop looking at the system entirely.

The checks that are yours to make

None of these needs a tool, and between them they usually settle which family you are in:

  • Compare the kitchen with the bathroom, running the hot on its own at each. Kitchen hot, bathroom warm means a tempering valve. Both warm means the system.
  • Check first thing in the morning, after a full night with no draw. If it is still only warm on the first draw of the day, the system is not reaching temperature — it is not a capacity problem.
  • Time it. Hot then warm is a different fault to warm from the start. Note how long the hot lasts.
  • Run a cold tap on its own and check it stays cold.
  • Look at the unit itself. On a heat pump, check nothing is blocking the airflow and that it is actually running. On any system, check for an error code or warning light on the controller.
  • Note when it changed, and whether it followed a power interruption, a mains outage, a service, or a cold snap.
Where this stops. Do not open the element or thermostat cover on an electric system: that is mains voltage inside a wet enclosure, and it is licensed work for good reason. Do not adjust a thermostat to compensate for a lukewarm shower — the setting is not a comfort dial, and raising it removes the margin that keeps the stored water safe while the outlet stays safe to touch. Do not adjust or replace a tempering or thermostatic mixing valve, which is a safety device set deliberately. And never touch anything on the gas side of a gas unit — pilots, burners and connections are the work of a licensed gasfitter, and this site publishes no gas instructions.

What to tell the plumber

Four facts turn a diagnostic visit into a repair visit:

  1. Warm from the first second, or hot then warm? This is the single most useful thing you can report.
  2. Which outlets are affected and which are not — name them, and say whether the kitchen is among them.
  3. Whether a cold tap ever runs warm.
  4. What changed and when: weather, a power interruption, recent work, or nothing at all.

If the answers point at the bathroom alone, say so when you book. A tempering valve and a thermostat are different parts, and a plumber who knows which one to bring does not need a second visit.

Why is my hot water warm but never hot?

Either the system is not taking the water all the way up, or it is being blended back down afterwards.
